WhatsApp starts charging for replies on 1 October 2026: what it means for a small business

Meta has told every business on the WhatsApp Business Platform the same thing in September 2026: add a payment method by 30 September. The reason is a pricing change that starts on 1 October, and it touches the one kind of message most small businesses assumed would stay free forever — the reply.
What is changing
Since November 2024, anything you sent inside the 24-hour customer service window — the window a customer opens by messaging you — has been free. A booking conversation of five, ten or twenty messages cost nothing. From 1 October 2026, Meta's own pricing documentation says it will "charge on a per-message basis for service messages", at the same rate as utility messages in the customer's country, with no volume discounts.
Two softeners came with it. Every business phone number gets 1,000 free service messages per calendar month, counted in the WhatsApp Business Account's time zone. And nothing changes for messages your customers send you — inbound has never been charged and still is not.
One hard edge came with it too. A number that has no payment method in Meta's Billing Hub will have its first 1,000 replies delivered and nothing from the 1,001st until the count resets. There is no error on the customer's phone and no warning in the WhatsApp app; the replies simply stop arriving.
What it costs, in real numbers
A service message is billed at the utility rate for the customer's market. In India that is roughly ₹0.12; in most countries it is a cent or two. So the arithmetic for a typical appointment business looks like this:
- A booking conversation is four to six replies. 1,000 free replies is therefore 170 to 250 booked conversations a month — more than most salons, clinics, tutors and driving schools handle on WhatsApp.
- A busy business doing 400 conversations a month at five replies each sends 2,000 service messages: 1,000 free, 1,000 billed. At ₹0.12 that is ₹120 a month; at two cents it is $20.
- Reminders and confirmations are template messages. They were always billed per message and still are, separately from the free 1,000. Two reminders per booking at 400 bookings is 800 messages — about ₹96 in India.
Put the two together and a genuinely busy business pays Meta a few hundred rupees or a few tens of dollars a month for the channel that books most of its appointments. Who this hurts, and who it does not
It does not hurt the small business that answers a few dozen customers a week; the free 1,000 absorbs all of it. It hurts three kinds of business: the one that never added a card and goes quiet on the 1,001st reply without knowing why; the one whose chatbot sends five bubbles where one would do, because every bubble is now a billable message; and the one renting a number through a messaging platform that adds its own markup and per-seat fees on top of Meta's meter.
It also changes the comparison with Meta's own free Business Agent, which has been billed per token since August 2026 — roughly four to five cents per conversation with no free tier. The checklist for September
- Add a payment method to your WhatsApp Business account in Meta's Billing Hub — the account that owns your number, not a personal ads account with an identical-looking page. This is the only step that prevents a silent outage.
